When submitting Absence time entries, the message "A manager is required" appears, even when a manager is set

When attempting to submit an absence Time Entry in Project Operations, the error message "A manager is required for non-project time entries, absence, and vacation" shows up, even if the bookable resource submitting the time entry has a manager set.

The error message that shows up is:

The bookable resource manager is set here:

Anyone know why the user might be prevented from submitting a Time Entry, even when the manager column is set on their bookable resource record?

The manager is defined in the User Profile Setting in Dynamics 365 and not in the Bookable Resource setup. Hope this helps.
