I think that I have tried this before because the process was not in the environment.

Try the following in a sandbox.
Log into the CRM org> Advanced settings>Customizations>Customize the system> SdkMessageProcessingSteps
Under the processes names, filter anything that contains "msdyn_projectparameter" and delete Project Service Core - Post Update of msdyn_projectparameter
Try to install Project Ops again.
