Cannot Import a Solution From one Environment to another due to different Dynamics 365 apps versions

Update 1/12/23: It turns out that this is a Microsoft bug. After not finding the answer here, I put in a support ticket and they are currently trying to fix it on their end. (not fixed yet though)

I am unable to import a solution from one environment to another due to different Dynamics 365 apps versions.

    Not yet, they are still working to resolve the bug.

    Try doing the following in your source environment before importing.

    You might look into the solutions history to understand when this was upgraded. You can also create a support ticket learn.microsoft.com/.../get-help-support to investigate.

    Yes, I have completed these steps (learn.microsoft.com/.../apply-updates and DO NOT have an update available for Prod or Sandbox. That's what I mean by not sure how to "manually" update. I can't force an update that I know of, or manually request to install a certain package version.

    Have you checked those steps to update a marketing solution "Find and apply updates for core Marketing solutions
    learn.microsoft.com/.../apply-updates  & Find and apply updates to core and shared solutions (Dynamics 365 Marketing) | Microsoft Learn?

    Also, do you notice in my first image - even though they are the same app package my prod environment has 3 packages and my sandbox has 2.....I don't know why that would be.

    I have checked if I can update the version, but even though the environments have different versions on the same packages I do not have an "update" I also am unsure how to manually install a certain package version through 365. 

    This is the dependency error I get when trying to import:
