We have some sample system users we want to remove, but on trying to remove them we get an error on deletion 'Event Journaling' they are sample users and do not have an AD account in O365 (M365 now).

Is this issue occurring in online or onprem ?, please find the possible resolution for both
on-Prem:
This will be fixed by changing the setting "SortEmailbyRecievedOn" to false
