Case Workflow Error on a user D365 F&O

Hello, we are in the process of implementing D365.  We are re-creating all our workflows in D365 from 2012.  At current we created a workflow for cases and assigned user groups to the notifications, however when we submit to workflow we see the following error.

Stopped (error): X++ Exception: Work item could not be created. Insufficient security permissions for user TestUser. Please review the user's security permissions to ensure they are sufficient for this workflow document and then resume the workflow.

I have given the user all the system roles, however I still receive this error.  I am not sure what else to do as I believe it may be a set up issue.  

Any help would be greatly appreciated.

    Hi Amy,

    When it is working for with system administrator rights, it is not related to a configuration key; then it is security.

    The user who gets the workflow assigned should have the correct permissions. Ensure you check if the user has permissions for the menu items specified on the workflow type. (Approval, document, etc). A developer would be able to check what menu items are used for this specific workflow.

    Thank you Michael,  I did try the system admin and that worked.  My user has all privileges in process case management.   I also removed all view access to the cases to be sure this wasn't causing any conflicts and sadly still no.  I looked in the workflow log and found another error message.

    X++ Exception: The workflow system could not access the business document data. Report this issue to your system administrator.
