Can I add New Users if I disabled current users with Perpetual License

I am trying to add new users into the system but I get this error "New-NAVServerUser : The new users do not meet the terms of the current license. The current license allows 25 full
users and 0 limited users." 
If I disable some users on the system would I be able to add new users or I have to completely delete them on the system and does this deletion affect the logs for the user in the system ?

    Hi, for the error message, If you disable some users in the system, it may free up user licenses, allowing you to add new users. However, please note that disabling users may affect their access and permissions in the system. It is recommended to consult with your system administrator for specific guidance based on your Dynamics 365 configuration and requirements.

    I think you have to disable the user first, then change the license type to something else. Then you can assign this license to other users.
