How to develop original Japanese lanuage pack?

I would like to develop original Japanese lanuage pack to make Japanese UI views all 265BC screen.
What is the most usefull tutorial, such as below?

    I have read your post "Create a New Language Pack" below.
     
    After renaming Base Application.a.xif to Base Application.a.ja-JP.xif, I thonk we need to add  <target> tag to describe Japanese words?
    But I can not find that

    Yes, it is very difficult because as far as I know, including repeated text, the amount of text in it is over 200,000 lines. For example, the following is just an example of a base application. Microsoft has more than this standard extension.
    ~Dynamics.365.BC.14562.W1.DVD 23.2\Applications\BaseApp\Source
     
    And every time CU is updated, the text will be updated, such as adding, deleting, and modifying. You must maintain these every month.
    Of course this is not an impossible task

    Do you think that will be tough works? , or know efficient way?
