No, creating new record under data entity is the last option you have if the Refresh data entity doesn't work.
Actually, all the custom data entities will be automatically coming under the Data entity form when you click on Refresh entity button.
This can be done if there is single entity - If there are multiple entities it's difficult to create entity one by one.
I don't know why the refresh entity button is not working.
It's better to log support ticket with Microsoft and solve the refresh entity issue in production environment.

    Thanks,
    Girish S.

    Hi GirishS

    Thanks for your replying.
According to your suggestion, I can find my created data entity in Targat entity lookup list and create a new entity in D365 manually. Then I can use this entity in Data export/import. My problem is solved. Thank you so much.
But I also wonder when an entity which was created in dev enviroment in piror is need to use in a production environment or a UAT environment,  must I create a new entity manually in Data entity of production environment as below your illustration?

    Thanks

Are you sure that the entity is checked into source control?
If yes, is the entity coming to other dev vms on latest?
If yes, is the deployment done to UAT?

    Hi Jacky,

Have you tried creating manually from Data management >> Data entities?
On the Target entities lookup see you are able to lookup your custom entity.

    Thanks,
    Girish S.

Hi Jacky, Check if you can see your data entity in development environment. If it's missing then in visual studio, open the data entity, right click for properties and verify if 'Data Managed Enabled' is No. If its No, then change it to Yes and build & sync and test in development environment again.

    Hi Komi
I can find these entities in Development environment, but can’t in UAT environment.

Are you able to see the new entity in Data Management -> Data Entities form?

    Hi Jacky,

The bacth job says ended which means it ran succesfully.
Did you give a label to your data entity? Are you able to view the data entity on DEV and UAT ?
