Marketing lists in real-time marketing

Having gone into our new dev environment I see that it no longer has Outbound Marketing. I know this is part of the transition to remove this installation from new instances, but the big thing that struck me was how do we create lists? Surely real-time marketing is still going to offer basic functionality such as adding people to a static list for the purposes if excluding/including people in campaigns?!

I can't find anything on release schedule.

    Hi, 
     
    you can use either use the segments from RTM or you can keep using marketing lists. Marketing lists can then be used in segments as well. So in RTM you can create a segment based on marketing list membership.
