Yes that was the release plan I was looking at and expecting. I've raised a ticket with MS Support and received a response as I suspected, that it is simply the Project invoice (Excel) config that is there. But it doesn't work. My response:

I’ve played extensively with that Project invoice format but I can’t get it to work for user defined project invoices. I think it’s partly to do with the model mappings available.
The Project invoice format is tagged with SIProjInvoice (see screenshot below) which is for project invoice without billing rules. If I pair it with the Project invoice model mapping you included within your red square selection below, the format does not show up in Print Management as a user defined project invoice format (see screenshot below). I have to derive a copy of the Project invoice format and change the tag to SIManagedProjInvoice to get it to show up in Print Management to be assigned to user defined project invoice. Then, when I try to print a project invoice with a user defined layout, I receive errors (see screenshot below). Another related conflict is in the project tax invoice proposal form. You get to select an invoice format to use but it only shows formats tagged with SIProjInvoice, which conflicts with the invoice format layout being a user defined one (see screenshot below).
If I pair it with the Invoice model mapping that is not in your screenshot below, then the Project invoice format does show up in Print Management under both project invoice without billing rules and user defined project invoice without needing to change the tag. This duality is in line with the project tax invoice proposal form as mentioned above, where having one format with the duality of both makes sense. However, when I try to print a project invoice with a user defined layout, I also receive errors (different ones). These ones indicate issues with format elements having no datasource bindings in the Invoice model mapping.
From my experience, the Project invoice format works well with the Project invoice model mapping. Most of the desired datasource bindings in this model mapping are in place. When I validate the Project invoice format with this model mapping, I get minimal warnings. However, the format has never worked well with the Invoice model mapping. When I validate the format with this model mapping, I get over 150 warnings about format elements with “no binding to any datasource in using model's mapping”.
I note that Project invoice model mapping has not been updated since creation on 3 Oct. But Invoice model mapping was just recently updated on 29 Nov. Perhaps the wrong model mapping was updated when trying to support user defined project invoice?
