I'm trying to create a new workflow but I'm facing an issue as per below screenshot when click on save:
anyone face issue like this we are using Dynamics 365 on premise :

Can you tell if you have this issue with standard workflow templates or did you develop an own workflow?

The issue is in both standard and developed workflows.

Please follow below steps:
1. Please delete all the workflow editors.
(When you tried to login first time below workflow editors will get downloaded.
2. Open workflow in the Internet explorer browser/Microsoft edge browsers.
3. Complete the workflow and save (Without completing the workflow if you try to save system will not allow)

From where I can delete these workflow editors ?
I have try to run this command "rundll32 dfshim CleanOnlineAppCache"
and download the editor again still facing same issue.

Mostly those workflow editors will be saved in the download folder. Please check those and delete it.
Another option. Try to open the workflows in another system (Another Laptop or PC).
Still if you get issue- It might be the reason of custom workflows.
